Introduction

The minister-president uses a 30 × 30 cm federal flag with a black and red border and the coat of arms of the Saar on the whole. The minister[s?] use the same flag but with a gold fringe around the flag, dimensions 25 × 25 cm. The directors of some state (Land) authorities use the same flag but with a silver fringe, dimensions 20 × 30 cm. Only the minister-president actually uses its flag, and on very rare events. A regulation dated 19 December 1956 (Verordnung der Regierung des Saarlandes über die Führung von Dienstflaggen an Kraftfahrzeugen vom 19. Dezember 1956, Amtsblatt 1957, S. 14) established three different car flags.
The only remaining car flag —Standarte— in the new 2001 law is the one for Ministerpräsident —prime minister— and Landtagspräsident —President of the State Parliament—; two other car flags —probably long out of use, anyway— have been abandoned.

Car Flag for the Prime Minister and the President of the State Parliament

The flag of the Minister-Präsident is a yellow square with a black and red border and the arms in the middle. Flag adopted 10 September 1956.

The Law on State Symbols of 7 November 2001 shows the Standarte des Saarlandes or "Standard of the Saar" as a square flag, 30 × 30 cm of golden-yellow colour with a black outer and red inner border, the borders each of 1/10 of the flag width; in the centre the coat-of-arms (dimensions 10 × 12 cm) with the white border. This is used as a car flag for the Ministerpräsident (prime minister) and the Landtagspräsident (President of the State Parliament).

This is the only remaining car flag in the new 2001 law (...) two other car flags —probably long out of use, anyway— have been abandoned.

This was a square variant of the state's flag, dimensions 25 × 25 cm, with in the centre the embroidered coat-of-arms, around the flag a golden cord.

Car Flag for the Heads of State Offices

This was a rectangular variant of the state's flag, dimensions 20 × 30 cm), in the center the embroidered coat-of-arms, around the flag a golden cord. This flag should be used by heads of state offices — who was actually entitled to use this flag was ordered by the prime minister, in agreement with the ministers.
